Amends Connecticut General Statutes Section 16-41(a) to expand regulatory authority over entities engaged in electric submetering, effective from passage.

Replaces language limiting oversight to entities "approved to submeter" with broader language covering any entity "engaged in electric submetering," removing the requirement for prior approval.

Authorizes the Public Utilities Regulatory Authority to impose penalties on unauthorized electric submetering entities for violations of state law, up to $10,000 per offense or $40,000 for failure to comply with PURA orders.

Establishes that each distinct violation constitutes a separate offense, with each day of continued violation counted as a separate offense.

Excludes penalties and interest from operating expenses for rate-making purposes.
