Amends the definition of "energy improvements" under Connecticut's Commercial Property Assessed Clean Energy Program to include participation in a microgrid with related infrastructure that incorporates clean energy by qualifying commercial real property.

Restructures the enumeration of energy improvement types to accommodate the new microgrid provision, now listing: district heating/cooling systems, microgrids, energy consumption reduction renovations, renewable energy system installation, and solar thermal or geothermal system installation.

Requires the Clean Energy Finance and Investment Authority to submit a report to the joint standing committee on energy by January 1, 2015 assessing the potential for a residential property assessed clean energy program.

Report shall evaluate consistency of a residential program with the commercial program and national models, legal framework requirements, and the need for such a program given existing state and federal alternatives.

Takes effect upon passage.
