Expands the definition of "abuse" to include financial exploitation, psychological abuse, verbal abuse, and sexual abuse in addition to wilful infliction of physical pain or injury.

Requires mandated reporters to report suspected abuse or neglect of individuals receiving services from the Department of Developmental Services' Division of Autism Spectrum Disorder Services within 72 hours, with written follow-up within five calendar days.

Establishes a penalty of up to $500 for mandated reporters who fail to make required reports.

Permits non-mandated reporters to voluntarily report suspected abuse or neglect to the commissioner in any reasonable manner.

Requires the commissioner to investigate reports and include findings in the state-wide registry; investigation reports are not public records and reporter identity remains confidential unless the reporter consents or legal proceedings result.
