Repeals and replaces Section 8-37ee of the general statutes effective July 1, 2014, requiring entities participating in housing agency programs to promote fair housing in assisted developments.

Mandates entities applying for financial assistance submit an affirmative fair housing marketing plan to housing agencies, with provisions for recruiting applicants from municipalities with high concentrations of minority populations.

Requires the Department of Housing to adopt regulations by January 1, 2016 establishing waiting list guidelines for state-assisted housing programs.

Specifies that housing must be offered through a random lottery process during the first 30 days of availability, followed by first-come, first-served basis with income tiering after the lottery period ends.
