Establishes licensing requirements for millwright contractors and journeymen in Connecticut, effective October 1, 2014.

Defines "millwright work" as installation, repair, replacement, maintenance or alteration of power generation machinery, industrial machinery with related piping and tubing, or gas and steam turbine powertrains, excluding work requiring other trade licenses.

Creates a new Millwright Work Board consisting of nine members: three industrial-trades management representatives (at least two from Connecticut Construction Industries Association), three millwright journeymen from labor organizations, and three public members (two of whom must not be union members).

Requires the Commissioner of Consumer Protection to adopt regulations establishing experience, training, continuing education, and examination requirements for obtaining and renewing millwright contractor and journeyman licenses.

Adds millwright work to the list of occupations exempt from licensing requirements when performed by employees of industrial firms on their own premises or for employees fabricating millwright equipment for sale.
