Repeals and replaces Section 42-221 of the general statutes, effective July 1, 2014, to strengthen consumer protections for used motor vehicle purchases.

Requires dealers to provide express warranties on used vehicles with cash purchase price of $3,000-$5,000 covering 30 days or 1,500 miles (whichever ends first) and on vehicles $5,000+ covering 60 days or 3,000 miles (whichever ends first), with full coverage of parts and labor.

Prohibits dealers from using limiting phrases like "fifty-fifty," "labor only," or "drive train only" to disclaim warranty responsibility.

Mandates that all required warranties must include full coverage for rental car costs for any day the vehicle is inoperable and undergoing warranty repairs.

Allows consumers to waive warranties only for specifically disclosed defects through a written, conspicuous agreement signed by both the consumer and dealer before sale; exempts vehicles under $3,000, inter-dealer sales, and vehicles seven years or older.
