Authorizes the Commissioner of Consumer Protection to adopt regulations requiring processors of meat, poultry, or juice to implement a hazard analysis critical control point (HACCP) plan.

Defines HACCP plan as a systematic approach designed to prevent, eliminate, or reduce to acceptable levels microbial, chemical, and physical hazards in the production of meat, poultry, and juice.

Takes effect upon passage.
