Establishes a task force to study methods of protecting real and personal property in flood-prone areas of the state.

Task force composition includes 8 members: two appointed by the Speaker of the House, two by the Senate President Pro Tempore, one each by the House and Senate majority leaders, one each by the House and Senate minority leaders, and the Commissioner of Energy and Environmental Protection.

Appointments must be made within 30 days of the bill's effective date, with the Speaker and Senate President Pro Tempore selecting co-chairpersons to schedule the first meeting within 60 days.

Task force shall submit findings and recommendations to the joint standing committees on local governments and the environment no later than January 1, 2015, at which point the task force terminates.

Administrative support shall be provided by the staff of the joint standing committee on planning and development.
