Replaces Class I or Class II renewable energy sources with energy derived from trash-to-energy facilities for the additional three percent requirement for electric suppliers and distribution companies from January 1, 2015 through January 1, 2019.

Maintains the Class I or Class II renewable energy option for the additional three percent requirement starting January 1, 2020 and beyond.

Increases Class I renewable energy source requirements incrementally from two percent in 2006 to twenty percent by January 1, 2020 for electric suppliers and distribution companies.

Exempts anaerobic digestion and other biogas facilities from a schedule of gradually reduced renewable energy credit values that applies to biomass and landfill methane gas facilities starting January 1, 2015.

Requires the Clean Energy Finance and Investment Authority to submit a report by January 7, 2015 with legislative recommendations to encourage the use of anaerobic digestion technologies by state trash-to-energy facilities.
