Defines "multi-care institution" as a hospital, psychiatric outpatient clinic, substance abuse treatment facility, or general acute care hospital with multiple facilities or satellite units under single ownership that provides complex patient health care services at each location.

Allows multi-care institutions to provide behavioral health and substance use disorder treatment services at multiple facilities, satellite units, or other locations acceptable to patients and consistent with their treatment plans.

Requires multi-care institutions to submit applications to the Department of Public Health for approval to offer services at satellite units or locations outside their main facilities.

Specifies that the Department of Public Health has 45 days to approve or deny applications for satellite units or new service locations.

Authorizes the Commissioner of Public Health to adopt regulations to implement these provisions, with interim policies and procedures allowed during the regulatory adoption process.
