Municipalities may designate areas surrounding hospitals as "hospital and wellness enterprise zones" with Commissioner of Economic and Community Development approval, consisting of one to two contiguous census tracts or portions thereof.

Applicants must file a preliminary application, receive commissioner recommendations within 60 days, and submit a final application within 60 days after receiving recommendations, including geographic scope, anticipated economic benefits, job creation, and projected revenue loss.

Commissioner may approve designation of no more than two hospital and wellness enterprise zones statewide and may modify geographic scope to balance economic benefit against state and municipal costs.

Businesses within designated zones receive the same benefits and are subject to the same conditions as businesses in traditional enterprise zones.

Commissioner must report to the General Assembly by October 1, 2020, on zone performance, whether zones should retain designation, and any recommended legislative changes; act takes effect October 1, 2014.
