Establishes the State Education Resource Center as an independent public instrumentality and educational authority governed by a nine-member board of directors appointed by the Governor, State Board of Education, and legislative leaders, with the Commissioner of Education serving ex officio.

Authorizes the center to provide training, technical assistance, professional development, research, grant management, and library services to schools and educational entities to promote educational equity and excellence, including early childhood education and closing achievement gaps.

Creates the Connecticut School Reform Resource Center within or contracted through the State Education Resource Center to publish best practices, provide professional development for school leaders and teachers, and assist struggling students and English language learners.

Designates the State Education Resource Center as a quasi-public agency subject to state purchasing and procurement rules, audit requirements, and competitive bidding standards.

Transfers all responsibilities and functions of the previous State Education Resource Center established under section 10-4q to the new independent authority, with board members serving without compensation but eligible for expense reimbursement.
