Requires a law enforcement unit that hires a police officer to reimburse the officer's original employing unit for the full cost of certification if hired within two years of obtaining certification.

Defines "cost of certification" to include training, equipment, uniforms, salary, fringe benefits, and entry-level requirements established by the Police Officer Standards and Training Council, excluding returned equipment or uniforms.

Exempts law enforcement units from reimbursement obligations if the police officer obtains certification more than two years before being hired by the new unit.

Does not affect existing agreements between police officers, collective bargaining units, or law enforcement units entered into before the effective date regarding certification cost reimbursement.
