Adds new subdivision (6) to assault in the second degree statute, making it a class D felony to intentionally cause serious physical injury by striking another person on the head without provocation, with intent to render them unconscious.

Effective date of October 1, 2014 for the assault statute amendment.

Expands the pretrial release ineligibility criteria in section 54-56e to exclude persons charged with violation of the new head-striking assault provision from eligibility for bail.

The new offense requires both the specific intent to cause unconsciousness and the absence of provocation by the victim.
