Establishes standards of care for breeders keeping 10 or more unneutered or unspayed dogs capable of breeding, with the Commissioner of Agriculture to prescribe specific standards by December 31, 2014.

Requires pet shops to provide veterinary examinations of dogs and cats every 15 days before sale and maintain veterinary records for each animal offered for sale.

Mandates pet shop reimbursement or replacement of dogs or cats that become ill within 20 days of sale or are diagnosed with congenital defects within 6 months, up to the full purchase price for animals purchased for $500 or more.

Requires pet shops to post USDA inspection reports from the prior two-year period for breeders of dogs offered for sale, visible to all customers.

Prohibits pet shops from purchasing or selling dogs or cats from breeders without current USDA licenses or those with direct violations or multiple indirect violations of pet dealer regulations within the prior two years; violations subject to fines up to $1,000 per offense.
