Establishes an aquatic invasive species management grant and prevention and education program administered by the Department of Energy and Environmental Protection, effective July 1, 2014

Authorizes grants to municipalities covering up to 75% of costs for diagnostic feasibility studies or up to 50% of costs for projects to control and manage aquatic invasive species in inland water bodies

Permits the Commissioner to employ seasonal boating division staff to enforce invasive species regulations, educate boaters on prevention measures, and conduct rapid response to newly identified invasive species populations

Requires at least 30% of program funds be allocated for municipal grants, with remaining funds for prevention, education, rapid response, and administration (capped at 10% for administration)

Authorizes the Commissioner to adopt regulations establishing eligibility criteria and priorities for grant awards
