Establishes "Are You Dense? Breast Cancer Awareness Day" on October 30th and "Neurological Disorders Awareness Day" on October 9th annually, with suitable observances designated by the Governor.

Expands the Commissioner of Rehabilitation Services' authority to accept bequests and gifts of money and personal property for specified purposes.

Redefines small contractor set-aside requirements for state and municipal contracts to include a 25% minimum set-aside for small contractors, with at least 25% of that reserved for minority business enterprises; extends requirements to municipalities with populations over 70,000.

Creates a janitorial and contractual services program requiring qualified partnerships between commercial contractors and community rehabilitation programs to employ at least one-third persons with disabilities and one-third persons with disadvantages at standard wages.

Authorizes the Commissioner of Administrative Services to establish lists of manufacturers and fabricators for state contracting, subject to selection panel review and Properties Review Board approval for contracts exceeding specified thresholds.
