Expands the definition of "small contractor" to include businesses owned 51% or more by individuals with disabilities or veterans with gross revenues not exceeding $15 million.

Establishes new category of "women's business enterprise" defined as contractors owned 51% or more by women who exercise operational control and possess relevant managerial experience.

Creates "reserved contracts" as a goal (rather than mandate) for state agencies to award 25% of contract value to minority and women's business enterprises whenever feasible.

Requires the Commissioner of Administrative Services to establish a certification process for small contractors, women's business enterprises, and minority business enterprises by January 1, 2015, with certifications valid for up to two years.

Renames the "Minority Business Enterprise Review Committee" to the "Women's and Minority Business Enterprise Review Committee" and expands its oversight to include women's business enterprise compliance and contract awards.
