Modifies Section 9-750 to allow deposits into the Citizens' Election Fund from tax revenue under chapter 208 when the fund has insufficient deposits or insufficient funds to provide grants to qualified candidate committees during an election cycle.

Creates a mechanism to deduct any mid-cycle deposits made to cover insufficiencies from the following fiscal year's regular deposit into the Citizens' Election Fund.

Requires the State Elections Enforcement Commission to issue annual reports by June 1 detailing fund deposits, sources, expenditures, recipients, and administrative costs.

Removes provisions requiring the commission to calculate reduced payment percentages and notify candidate committees of insufficiencies, and eliminates the authority for committees to resume accepting unrestricted contributions after receiving reduced payments.

Establishes a reserve account in the fund with the first $25,000 deposited annually, to be used only during the seven days before a primary or election if the fund is otherwise insufficient for grant payments.
