Increases the number of special policemen appointed by the Commissioner of Emergency Services and Public Protection for the Bureau of Child Support Enforcement from six to eight, effective July 1, 2014.

Allows judicial marshals to serve copies of capias mittimus orders (made through photographic, electronic imaging, or other accurate copying processes) in child support matters, effective July 1, 2014.

Establishes a State Marshal Commission consisting of eight members with authority to adopt professional standards, implement policies to increase state marshal participation in serving capias mittimus orders, and fill vacancies in state marshal positions, effective upon passage.

Modifies the Comptroller's electronic payroll system to process income withholding orders and allows unemployment compensation administrators to withhold amounts for child support obligations through the federal electronic income withholding order process, effective July 1, 2014.

Appropriates $7.4 million to the Department of Social Services and $1 million to the Judicial Branch for the fiscal year ending June 30, 2015, for technological improvements and increased staffing in child support enforcement.
