Increases funding for Connecticut Television Network coverage of state government deliberations from $2.5 million to $6 million annually, effective immediately from passage of the act.

Funds are segregated from taxes on public service companies providing community antenna television service and made available to the Office of Legislative Management.

Establishes distribution of gross operating revenues from keno games to municipalities, effective July 1, 2014, with 50% distributed on a per capita basis and 50% to distressed municipalities.

Keno revenue distribution occurs after subtraction of sums distributed pursuant to existing agreements under section 12-806c of the general statutes.
