Extends the proportionate reduction of transportation grants to boards of education through fiscal year ending June 30, 2015 (previously set to expire in 2013) when total grants exceed appropriated amounts.

Modifies agricultural science and technology education center tuition caps to $7,992 for school year 2013 and 62.47% of the foundation level for school years 2014 and thereafter.

Adjusts state education funding allocations to priority school districts, reducing the fiscal year 2014 allocation from $2,929,364 to $2,925,481.

Changes per pupil cost calculations for charter school funding to use the fiscal year two years prior instead of the prior fiscal year, and redefines "per pupil cost" based on current program expenditures and resident student numbers.

Delays implementation of uniform accounting system requirements to fiscal year ending June 30, 2016 and clarifies that education aid increases cannot supplant local funding for educational purposes.
