Requires parents or guardians to notify their school district within two weeks of a magnet school enrollment lottery if their student will enroll or has been placed on a waiting list for an interdistrict magnet school.

Maintains existing requirement for magnet school operators to provide annual written notification to school districts by May 15 about incoming students, including enrollment numbers by grade, school names, and tuition amounts.

Allows interdistrict magnet school programs that failed to meet racial minority enrollment requirements as of October 1, 2011 and 2012 to retain their status if they submit and receive approval of a compliance plan from the Commissioner of Education.

Extends the deadline for the Department of Education to submit recommendations for legislation on racial minority enrollment requirements for magnet schools from January 1, 2013 to January 1, 2015.

Effective July 1, 2014 for notification requirements; takes effect immediately upon passage for Department of Education deadline changes.
