Alliance districts may apply to the Commissioner of Education to receive funding increases over the prior fiscal year for implementing education improvement plans

Plans must include objectives and performance targets covering areas such as tiered school interventions, intensive reading instruction for kindergarten through grade three, and extended school day or year programming

Plans must address teacher recruitment and retention, school leader training, coordination with early childhood education providers, and alignment with state-wide education standards

Establishment of a full-day kindergarten program is added as a new eligible category for alliance districts to include in their improvement plans

Effective date is July 1, 2014
