Adds enforcement provisions to Section 38a-1083 allowing the Connecticut Health Insurance Exchange to report health carriers that fail to pay assessments or user fees to the insurance commissioner

Authorizes the commissioner to impose a $25 penalty on any unpaid assessment or user fee owed to the exchange

Requires 6% annual interest to accrue on unpaid assessments, user fees, and penalties

Allows health carriers to appeal any commissioner action under these provisions in accordance with Section 38a-19

Takes effect October 1, 2014
