Adds definitions to harassment statute: "violent crime" means a crime involving use, attempted use, or threatened use of physical force; "victim" means a person who is a victim of violent crime; "relative" has the same meaning as in section 54-201

Creates new harassment offense when a person communicates with a victim of violent crime or their relative regarding the violent crime with intent to harass, annoy, or alarm them, using written, oral, or electronic communication

Classifies violations of the new harassment provision as a class A misdemeanor, while other harassment in the second degree violations remain class C misdemeanors

Effective date is October 1, 2014
