Amends subsection (b) of section 16-32h of the general statutes to prohibit the Public Utilities Regulatory Authority from allowing electric distribution companies and gas companies to recover storm-related costs through utility rates.

Prevents utility rate recovery for costs incurred in vegetation management and tree trimming related to actual or anticipated storm event damage.

Prevents utility rate recovery for costs incurred in maintenance, improvement, or repair of utility infrastructure resulting from actual or anticipated storm event damage.
