Amends section 8-30g of the general statutes to include low-cost housing units in the definition of affordable housing for municipal calculations.

Allows low-cost housing to count toward the threshold number of affordable housing units required for municipalities to qualify for exemption from the affordable housing land use appeals procedure.

Restricts the inclusion of low-cost housing to situations where it does not account for less than 15 percent of the total housing in the municipality.
