Requires municipalities to appoint a charter revision commission every ten years to review and consider amendments to the charter or home rule ordinance.

Commission must consist of 5-15 electors, with no more than one-third holding other municipal offices and no more than a bare majority from any single political party.

Commission must hold at least two public hearings (one before substantive work begins, one after draft completion) and submit draft report within sixteen months of appointment.

Appointing authority must hold at least one public hearing within forty-five days of receiving draft report, and may request changes within fifteen days; commission has thirty days to submit final report.

Municipal legislative bodies may make minor and technical charter or ordinance revisions with a two-thirds majority vote, bypassing the full charter revision procedure.
