Maintains existing commissioner authority to adopt rules ensuring order, discipline, health and comfort of patients at the Veterans' Home

Requires chief fiscal officer to submit itemized expenditure lists from institutional general welfare fund to commissioner at least every two months

Establishes procedures limiting institutional general welfare fund expenditures to only those directly benefiting veterans or the Veterans' Home, as approved by commissioner and board of trustees

Commissioner must submit accounting of planned institutional general welfare fund expenditures to joint standing committee on appropriations and state agency budgets
