Expands farm winery operations to allow sale of brandies distilled from grape and fruit products, including grappa and eau-de-vie, in addition to wine.

Permits farm wineries to sell brandy manufactured from grapes and fruit harvested on-site and distilled off-premises, and to sell wine made by other in-state farm wineries.

Requires farm wineries selling brandy or wine by the glass and bottle on-premises, or offering free tastings to visitors, to comply with local town ordinances that may prohibit such activities.

Maintains existing requirements for direct-to-consumer wine shipments, including signature verification of persons age 21 or older, five-gallon limits per two-month period, and tax compliance.

Sets the annual manufacturer permit fee for farm wineries at three hundred dollars, effective upon passage.
