Requires the Commissioner of Social Services to notify a long-term care facility resident's guardian, conservator, legally liable relative, or other responsible party within 24 hours (or as soon as possible) after receiving an abuse report under subsection (a) of section 17a-412

Exempts notification requirement when the guardian, conservator, legally liable relative, or other responsible party is suspected of perpetrating the abuse, neglect, exploitation, or abandonment being reported

Requires long-term care facilities to provide the Commissioner with contact information for guardians, conservators, legally liable relatives, or other responsible parties to facilitate notifications

Maintains existing confidentiality protections prohibiting disclosure of resident names or complainant identities unless the person requests disclosure or a judicial proceeding results from the report
