Adds screening for globoid cell leukodystrophy to Connecticut's newborn screening program within six months of the condition being added to the federal uniform screening panel, subject to available appropriations.

Reorganizes existing newborn screening requirements by consolidating cystic fibrosis, severe combined immunodeficiency disease, and critical congenital heart disease screening into a single subsection, all to be administered as soon after birth as medically appropriate.

Requires the Commissioner of Public Health to establish a public education program (effective July 1, 2015) informing pregnant women and women of childbearing age about globoid cell leukodystrophy's incidence, birth defects, diagnosis methods, and treatments.

Directs child day care centers, licensed health care providers, school nurses, and other organizations serving children to receive globoid cell leukodystrophy information from the Commissioner of Public Health.

Requires institutions administering the globoid cell leukodystrophy newborn screening test to provide parents with information about the condition's birth defects and available treatment methods.
