Increases grant funding for municipal phosphorus removal projects from 50% to 35% of project costs, effective upon passage of the bill.

Establishes a collaborative state-wide phosphorus reduction strategy involving the Commissioner of Energy and Environmental Protection and chief elected officials from Danbury, Meriden, Waterbury, Cheshire, Southington, and Wallingford, with a report due by October 1, 2014.

Requires the commissioner to study the Quinnipiac River watershed by July 1, 2015, in conjunction with affected municipalities and the U.S. Geological Survey, with findings reported by January 1, 2016.

Directs the commissioner to report on potential changes to phosphorus discharge limits in permits based on findings from the state-wide strategy evaluation and Quinnipiac River watershed study.
