Prohibits persons from knowingly making unsolicited business telephone calls using caller identification that transmits misleading or inaccurate information with intent to defraud or harm recipients, effective October 1, 2015.

Requires persons making unsolicited business telephone calls to maintain an active consumer response telephone line for questions and complaints.

Classifies violations of these provisions as unfair or deceptive trade practices under Connecticut General Statutes chapter 735a.

Allows any person with knowledge of a violation to report it to the Attorney General and awards the reporter one-half of any monetary fines or settlement recovered by the Attorney General from the violator.
