• Secretary of the State shall prescribe timing for appointment of moderators and alternate moderators, removing the previous 20-day requirement.

• Secretary of the State shall employ instructors and coordinate moderator and alternate moderator training through regional councils of governments, with at least two instructional sessions per planning region annually.

• Secretary of the State shall conduct certification sessions for moderators and alternate moderators through regional councils of governments, with initial certifications valid for two years and recertification available through an abridged process.

• Secretary of the State shall develop a comprehensive training program for election, primary, and referendum officials (other than moderators and registrars) coordinated through regional councils of governments, with at least two sessions annually plus one prior to each primary in each planning region.

• Establishes an elections training unit within the Secretary of the State's office to coordinate all training for registrars, deputy registrars, assistant registrars, moderators, alternate moderators, and other election officials through regional councils of governments.
