Amends relocation assistance statutes for displaced persons in Connecticut, effective October 1, 2015.

Establishes landlord liability for relocation payments when tenants are displaced due to code enforcement, with landlords subject to liens on their property to secure repayment to municipalities or the state.

Creates exception to landlord liability when displacement results from tenant, guest, or invitee causing or substantially contributing to code violations, or from negligent acts by the tenant or their guests.

Maintains existing relocation payment options including moving expense allowances (up to $300), dislocation allowances ($200), and fixed business relocation payments ($2,500-$10,000).

Clarifies that federal Uniform Relocation Assistance and Real Property Acquisition Policies Act payments apply when greater than state payments for displacements related to redevelopment agency acquisitions.
