Prohibits insurers from using dog breed as a basis for setting rates, establishing minimum premiums, or denying homeowners and tenants insurance policies effective October 1, 2015.

Exempts active or retired members of volunteer canine search and rescue teams and guide dogs trained to assist blind, deaf, or mobility impaired persons from breed-based underwriting restrictions.

Allows insurers to consider breed for non-exempt dogs only if additional underwriting criteria beyond breed are also evaluated.

Applies to all homeowners and tenants insurance policies delivered, issued, renewed, amended, or endorsed in Connecticut on or after the October 1, 2015 effective date.
