Repeals and replaces Section 38a-1051 to establish a Commission on Health Equity with a mission to eliminate health disparities based on race, ethnicity, gender, and linguistic ability.

Commission membership includes commissioners from seven state departments, university health officials, legislative appointees representing minority and community organizations, and eight public members appointed by legislative leaders.

Authorizes the commission to review state legislation and regulations affecting health equity, analyze health disparities data, recommend policies, conduct hearings, and prepare annual reports to the Governor and General Assembly.

Allows the commission to appoint an executive director in the unclassified service and employ additional staff within available appropriations, with the commission administratively placed in the Insurance Department.

Makes the executive director of the Commission on Health Equity exempt from classified civil service under Section 5-198, effective October 1, 2015.
