Prohibits racial profiling by state police, municipal police departments, and all law enforcement agencies, defining it as detention or disparate treatment based solely on race or ethnicity.

Requires all law enforcement agencies with traffic stop authority to adopt written policies prohibiting stops based on race, color, ethnicity, age, gender, or sexual orientation.

Mandates development of a standardized electronic method by July 1, 2016 for recording traffic stop data including officer ID, driver demographics, violation type, and stop disposition, with printed receipts given to stopped individuals.

Establishes a complaint process allowing individuals to file claims of racial profiling or discriminatory practices with the Commission on Human Rights and Opportunities.

Requires the Office of Policy and Management to review traffic stop data and submit annual reports to the Governor and General Assembly on the prevalence and disposition of stops and complaints.
