Requires newborn screening for cytomegalovirus for any infant who fails a newborn hearing screening, effective January 1, 2016, subject to available appropriations.

Mandates institutions caring for newborns to administer screening tests for cystic fibrosis, severe combined immunodeficiency disease, and critical congenital heart disease as medically appropriate after birth.

Requires reporting of all confirmed cytomegalovirus cases identified through newborn screening to the Department of Public Health in a form prescribed by the Commissioner.

Maintains existing newborn screening requirements for HIV, phenylketonuria, metabolic diseases, hypothyroidism, and other inborn errors of metabolism with a minimum fee of $56 per screening.

Allows parental objection to testing based on religious tenets and practice, and permits the Commissioner to adopt implementing regulations.
