Requires all food and beverages purchased, sold, served, or provided by state agencies to meet minimum nutrition and procurement standards established by the Department of Public Health.

Applies to all venues including vending machines, on-site vendors, cafeterias, meetings, events, and institutional feeding programs.

Mandates nutrition standards be consistent with health and sustainability guidelines set forth by the federal General Services Administration for federal concessions and vending operations.

Amends Title 19a of the general statutes to implement these requirements.
