Establishes a pilot program under the Commissioner of Social Services to develop one or more interim care facilities for up to 100 elderly persons, effective July 1, 2015.

Defines interim care facilities as homelike residential settings providing medical care access, prepared meals, and household assistance for elderly persons who do not require 24-hour skilled nursing supervision.

Prioritizes funding for facilities that align with the state's long-term care strategic plan and authorizes the commissioner to pursue federal funding including Medicaid waivers.

Requires the Commissioner of Social Services to submit a report on the pilot program to relevant joint standing committees by July 1, 2016.
