Amends Connecticut General Statutes Section 8-30g to classify low-cost housing as affordable housing for purposes of calculating municipal affordable housing thresholds.

Allows municipalities to count low-cost housing units toward the required number of affordable housing units needed to qualify for an exemption from affordable housing land use appeals procedures.

Specifies that low-cost housing cannot account for less than 15 percent of a municipality's total housing stock to qualify under this provision.
