Establishes a task force to study and develop a proposed definition of surgery, examining the scope of practice for licensed health care professionals under Connecticut General Statutes title 20.

Task force membership includes legislative committee chairs and ranking members, plus 16 appointed members representing physicians, chiropractors, physician assistants, dentists, nurses, medical societies, hospitals, optometrists, physical therapists, medical spas, podiatrists, and educational institutions.

Appointments must be completed within 30 days of the bill's effective date, with the Speaker of the House and Senate President Pro Tempore selecting two co-chairs and scheduling the first meeting within 60 days.

Task force must submit a report with findings, recommendations, and a proposed definition of surgery to the joint standing committee on public health no later than January 1, 2016.

Task force terminates upon submission of the report or January 1, 2016, whichever is later.
