Requires commissioners of Energy and Environmental Protection and Agriculture to meet six conditions before exchanging state land, including ensuring the exchange does not violate original acquisition terms and that received land provides substantially greater utility than conveyed land.

Mandates independent appraisals demonstrating fair market values are equal or greater for land received by the state compared to land conveyed by the state.

Requires conveyance of state land subject to conservation easements or similar encumbrances that preserve pre-exchange restrictions and include reverter clauses allowing land to revert to the state if the easement is violated.

Directs commissioners to post notice of proposed land exchanges on their department website and hold a public hearing in the affected town(s) if 25 or more individuals request one.

Takes effect immediately upon passage.
