Home improvement contractors applying for or renewing registration must provide evidence of liability insurance coverage of at least $1 million to the Commissioner of Consumer Protection and municipal building departments.

Contractors applying for or renewing registration must pass an open-book written examination approved by the Commissioner of Consumer Protection or complete an approved course of study, effective January 1, 2016.

Exemptions from testing requirements apply to contractors who have continuously held valid registration for the five years prior to application or renewal, and to contractors with gross annual receipts of $30,000 or less.

The Commissioner of Consumer Protection must conduct a study by July 1, 2016 on enforcement and complaint procedures for home improvement contractors, including analysis of current complaint forms and recommendations on the testing requirements.
