Permits state agencies to suspend civil penalties against businesses for first-time regulatory violations if the business entity requests suspension and completes remedial measures to correct the violation within 30 days of penalty assessment.

Prohibits suspension of penalties for wilful or grossly negligent violations, violations resulting in bodily injury to any person, or penalties required under federal law.

Applies to violations of any provision of state agency regulations across title 4 of the general statutes.

Allows businesses to remediate first-time violations without financial penalty if corrective action is taken promptly.
