Increases the gross revenue threshold for "small contractors" from an unspecified amount to $15 million in the most recently completed fiscal year prior to application.

Expands the definition of "minority business enterprise" to explicitly include women-owned and disability-owned businesses, removing the previous reference to section 32-9n.

Adds a new definition of "minority" to the statute that includes Black Americans, Hispanic Americans, Iberian Peninsula descendants, Asian Pacific Americans, Pacific Islanders, and American Indians.

Requires that of the contracts reserved for minority business enterprises, at least 50 percent must be awarded to minority business enterprises owned by members of a racial or ethnic minority.

Takes effect October 1, 2015.
