Amends section 8-30g of Connecticut's general statutes to create an exemption from affordable housing land use appeals procedures for municipalities demonstrating substantial progress toward a ten percent affordable housing threshold.

Municipalities that demonstrate substantial progress over regular intervals would be exempted from affordable housing appeals requirements.

Aims to promote responsible growth among Connecticut municipalities by establishing alternative compliance pathways to the ten percent affordable housing requirement.
